Enclosure No. 1 to Despatch Np,

5th. January, 1903.

Public Works Office,

Hongkong, 38th. November, 1903,

Sir.

I have the honour to inform you that the Overseer employed on the coastraction of the Byewash Reservoir at Tyban, Mr. Taylor, has recently been in Hospital with a somewhat severe attack of dysentery and has also suffered from several attacks of fever.

The Principal Civil Helical Officer has in- formed me that there is considerable risk in keeping him station- ad there and has recommended that I should send out some one who bas become acclimatizel from long resilence.

Unfortunately, none of the older bands have

any experience in this class of work anl the new hands, who have the necessary training, number only 3, in addition to Taylor.

One of them MoGregor, is employel on Kowloon Haberworks and has been in Hospital for about a week auffering from a severe abback of tever.

Of the other two, Longstaff is employed on the New Harbour Office and Heatern Market and has been in Hospital with repeated attacks of dysentery since be arrived, whilst Masters is employed on "Maintenance of Buildings", for which his experience specially qualifies hin,

I have discussed with the Principal Civil Melical Officer the alvisability of sending out Longstaff for a time, but he is not in favour of this being lone.

I have also talked over the matter with Taylor and he is very anxious to remain at fytam anl carry out the work. There is a new Bungalow in course of erection which I hope will be realy for occupation soon and, as the wire gauze is expected shortly from Baglanl, I will have it applied to the winlowa, etc., of the Bungalow.

The Honourable

The Colonial Secretary.
